When agency wins
You are pre Series B. You need 6 to 8 disciplines (paid, creative, UGC, LinkedIn, web) and you cannot afford to hire one specialist for each. Speed matters more than control.
When in-house wins
You are post Series B with a defined growth motion that needs deep, daily ownership. Your category is highly specialised (regulated, complex, B2B with long cycles) and the context cost of an agency is too high.
When the answer is "both"
Almost always. The strongest setups we see are: in-house head of growth, plus agency for execution layers. The in-house owner sets strategy, owns the relationship, and brings continuity. The agency brings throughput, network, and the disciplines you cannot afford to staff.
